Guangzhou issues e-commerce high-quality development measures with incentives up to 10 million yuan for enterprises

Recently, Guangzhou issued 19 measures to facilitate the high-quality development of e-commerce in order to support e-commerce enterprises in expanding and undergoing digital transformation to help build the city into an international consumption center.

The measures assign substantial financial support for e-commerce enterprises to increase market entities and efficiently enhance their capabilities to provide services. According to the measures, for enterprises with a sales volume of real products exceeding 3 trillion, 10 trillion, 20 trillion, 50 trillion, and 100 trillion yuan respectively, and at the same time meeting the required increase ratio, incentives ranging from 1.5 million to 10 million yuan will be given.

To encourage e-commerce enterprises to innovate in new technology applications, operational modes, and online-offline integration, and to help traditional industries transform, upgrade, and expand consumption, a number of leading e-commerce enterprises will be selected in 2025 and 2027, known as the 'Hong Hu' enterprises. Those entering the selected list for the first time will receive a one-time award of up to 1 million yuan.

The measures aim to stimulate integration and innovation in e-commerce by driving the digitalized and intelligent development of business entities, optimizing the digital consumption experience, and encouraging e-commerce technological innovations. E-commerce enterprises and industrial institutions are encouraged to hold activities and collaborate with the local manufacturing sector and brands to increase the influence of Guangzhou products. In particular, agricultural products are also included to fully leverage the aid of e-commerce for the "High-quality Development Project for Guangdong's Counties, Towns, and Villages."

The "CBEC + industrial clusters" model is also to be developed to help characteristic industry clusters go global. (For more information on the "CBEC + industrial clusters" model.) Entities are supported to integrate local characteristic industrial clusters to cultivate e-commerce live-streaming bases for a cluster effect in industries and to build a center for e-commerce live-streaming. The measures also support market entities in cultivating new business models based on traditional e-commerce modes to achieve upgrades in the e-commerce business.

To construct a supporting framework for the e-commerce industries, the measures also designate support in logistics, financing, talent, and the industrial service system. In forming an orderly market environment for e-commerce development, the measures emphasize collaboration among departments to optimize the e-commerce credit system, ensure online trade orders, and more.

Next, Guangzhou will further issue application guidance for relevant projects to create a better environment for enterprises and facilitate the high-quality development of Guangzhou e-commerce to contribute to building the city into an international consumption center.
