On February 5, Guangdong held a provincial high-quality development conference and released the 2025 action plan for building a modern industrial system.

According to the action plan, Guangdong will initiate research and development projects in key areas such as humanoid robots, low-altitude economy, and commercial aerospace, and promote the first trials and applications of no fewer than 100 new technologies and products.
Ai Xuefeng, director of the Guangdong Provincial Development and Reform Commission, introduced that Guangdong will arrange 1,500 key provincial construction projects with an annual investment plan of RMB 1 trillion in 2025. Among them, industrial projects account for 50% of the total, with 380 projects in five major industries including new-generation information technology, biology, high-end equipment manufacturing, new materials, petrochemicals, and steel, and an annual investment of RMB 165.8 billion.
Six major industries, including pharmaceuticals, chemicals, agriculture, food, energy, and environmental protection, will be targeted with industry-specific policies. Guangdong strives to achieve a total output value of RMB 500 billion for the biomanufacturing industry by 2027, with ambitions to exceed RMB 1 trillion by 2035.
Guangdong will strengthen the introduction and cultivation of 6-8 key commercial aerospace enterprises, establish 3-5 commercial aerospace industrial parks (clusters), and accelerate the development of a full commercial aerospace industry chain encompassing satellite and rocket manufacturing and launch, satellite operations, and applications.
Guangdong will continue to promote the deep integration of artificial intelligence with various industries and support the digital transformation of manufacturing enterprises in developing new products, processes, equipment, and materials. The province will also promote technological upgrading and digital transformation for 10,000 industrial enterprises throughout the year.
Zhu Xiaojun, deputy director of the Guangdong Provincial Department of Commerce, proposed that Guangdong will fully utilize key exhibitions such as the Canton Fair and "Cantonese Business Go Global" exhibitions.
Guangdong aims to implement tailored market plans for regions such as ASEAN, the Middle East, Central Asia, Latin America, and Africa. It plans to organize over 300 "Cantonese Businesses Going Global" exhibitions, marking an increase of more than 30 compared to 2024, with the objective of attracting at least 30,000 enterprises to participate.
Guangdong will deepen and solidify the pilot program of "industrial clusters + cross-border e-commerce." It will enhance the construction of six import bases, optimize support policies, and encourage enterprises to import advanced equipment and products.
Guangdong will also conduct the fourth batch of evaluations for the regional headquarters of multinational corporations. Foreign-funded enterprises that meet the relevant conditions and are awarded the status of regional headquarters of multinational corporations, with an actual foreign capital of more than USD 10 million in the year for those located in the six cities in the Pearl River Delta (Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, Zhongshan), will receive one-time support of RMB 5 million. The actual foreign capital threshold for the other 15 cities is relaxed to USD 5 million.
Furthermore, Guangdong will provide comprehensive support to foreign-invested enterprises in capitalizing on the opportunities arising from open pilot initiatives in the healthcare and telecommunications industries, enabling them to initiate several landmark projects within the province.
