In 2025, the Guangdong-Macao In-depth Cooperation Zone in Hengqin enters its second phase of development, with cross-border e-commerce set to play a vital role in the region's economic growth.
The cooperation zone, with its strategic location, strong policy support, and favorable business environment, has already made cross-border e-commerce a major development focus in recent years. The island has already seen significant e-commerce platforms, including the Huafa Cross-border E-commerce Industrial Park and the Hengqin-Macao Cross-Border E-Commerce Industrial Park (Novotown), attracting major companies such as Shein, Kuaishou, and Inkeverse.

Leveraging policies such as tax exemptions and customs arrangements, Hengqin has created a strong foundation for cross-border e-commerce companies to thrive. Huafa Industrial Park, which began full operations in May 2024, has become a key hub for Macao-invested businesses. The park, covering over 720,000 square meters, hosts 56 companies, 35% of which are Macao-based. It offers comprehensive services across finance, logistics, and product selection, providing crucial support to small businesses and helping Macao brands expand globally.
The park's new talent apartments, business hotels, and smart healthcare facilities contribute to a modern, integrated industrial community where work and life blend seamlessly. By 2025, the park aims to attract more than 100 businesses and offer 2000 jobs, while providing rent reductions and startup incentives to encourage youth entrepreneurship.

Another highlight, Novotown, integrates cross-border e-commerce with tourism and culture. Supported by Hong Kong's Lai Sun Group, the park's 800,000 square meters have attracted key players like YTO Express and Baidu.
Hengqin is also enhancing logistics by strengthening connections with Macao international airport and establishing the Nam Kwong Logistics Center. This infrastructure will reduce customs clearance times and ensure efficient cross-border trade, supporting Hengqin's ambition to become a global e-commerce and innovation hub.
As more companies establish a presence in Hengqin and take advantage of its infrastructure and supportive policies, the region is set to redefine global trade, connecting Macao's economy to the world and fostering growth in cross-border e-commerce.
