Shenzhen supports development of trade-based headquarters

Shenzhen unveiled measures to invite enterprises from home and abroad to set up trade-based headquarters in its latest effort to build the city into a central city for global trade and commerce.

The latest government gazette showed the measures will take effect today and will remain valid for three years.

Trade-based headquarters refer to domestic and overseas enterprise headquarters that are settled in Shenzhen and have a single function in purchasing, distributing, settling accounts or logistics, or have comprehensive trade functions. These headquarters include traditional and internet-based trade companies or service platforms.

Trade enterprises that meet the requirements of fund support policies set by the Shenzhen Municipal Commerce Bureau will be given priority in fund applications. The city encourages financial institutions and trade-based headquarters to develop strategic cooperation and jointly expand overseas markets. The city supports these headquarters to develop supply chain financial services and provide full chain, professional auxiliary service for small and medium-sized trading companies.

The city also supports trade-based headquarters to give priority participating in interest rate marketization reform, pilot programs related to renminbi internationalization and digital renminbi, and explore the pilot business of integrated yuan and foreign currency fund pools. In addition, the city will support trade-based headquarters in talent introduction and more convenient visa applications for mainland employees’ overseas business trips.
