Shenzhen residents can apply for quotas for new energy vehicles (NEVs), whether hybrid or electric-powered, with their residence cards as long as they have no other cars under their names, according to a circular on application adjustment released by the city’s transport bureau.

The requirements state that residents don’t need to provide certificates showing basic insurance payment for 24 straight months in the city. However, those who have a car under their name need to pay basic medical insurance for 24 straight months if they want to apply for an NEV.

For returned overseas Chinese, residents from Hong Kong, Macao and Taiwan, and foreigners with residence permits living in the city, they don’t need to stay in the city for at least nine months in a year in the last two years to be eligible, as per the document.

The adjustment is made to stimulate purchase of NEVs and is effective until the end of 2022, according to the bureau.
